Just a thought, and this is not to say that NY can't do it, but does any other state have multiple variations of their tartans like dress & hunting? I have only so far seen state tartans and a few city tartans.
Iowa has a "regular" and a dress version and Arkansas has two distinct official tartans. One of them is called the Arkansas traveler tartan.
