Should kilts come with basting stiches?

I received a email from the retail manager of Scotweb today advising that Nick is on annual leave.

This was not a shot at Scotweb, but a question to the rabble as to whether they expect their kilts to have basting stiches in them when they arrive from the maker.

While I can't speak to rather they really need them or not (I guess that depends on how they are packaged), I suppose that I kind of expect them as my past kilts (from different kilt makers/suppliers) came with basted pleats.
