Being that I have yet to wear my kilt in public very often, I have been feeling more and more comfortable in a kilt as I spend time kilted in public. Since the Dallas area of Texas is typically windy, I have to watch out for mild gusts of wind. That is compounded by the fact that my only kilt is an SWK Thrifty (it sure is light). When I get another, and heavier, kilt, I will make a more concerted effort to kilt in public more often.
More on track to the confidence thing, I imagine that reading up on the connections between America and Scotland would provide things to talk about. For instance, if someone asks you how you decided to buy a kilt, you might mention that you were reseaching the Alamo, and came upon this website; the arguments were just too convincing, so you took the plunge, learning about Scotts along the way.
