Since no "war" was fought that brought about the Union of Scotland with England, I don't think the Union Flag can be considered a war memorial.
That was my thought as well, Rathdown -- my question was is this particular Union flag a military colour laid up in the Cathederal, or part of a war memorial for a Glasgow unit, etc.?
