Ya, Barb explains what to do in the link Zardoz posted if the apron is flipping.
* Never mind the following if you don't have the lower straps. *
However, the right lower buckle of my kilt was also placed too far over and it caused flipping open problems with the first and second pleats after the apron on the left side, as well as the apron; I had to move it. I suppose it could just as well be the tight lower strap causing the problem.
