The kilts are most likely handled through the regimental society and while they may not be willing to sell one out of stores, they should be happy to refer you to thier kilt maker who I would think would be happy to make one for you.

There are a few places they can be had for an arm & leg as you may have already discovered... But there is an ebay UK seller that usually has them available in several sizes brand new for GBP20.00, however his standard int'l shipping is GBP50.00 for 1+, so you will want to buy a few or more at a time.
From memory, I believe you can get up to 4-5 pair @ the int'l flat rate he charges, basically GBP130-150 total. PM me if you want further info/details.

Actually, the kilts aren't Crown assets. They're NPF purchases done through usually some sort of combination of Regimental Association funds and CO's discretionary funds. They do not belong to the Crown. They do not belong to the Department of National Defence. They belong to the Regiment itself.
...kilts in the military are in serious short supply, they're likely to hang up on you.
Now, that is true, so brace for that possibility, but you'll never know, unless you ask.
