    Look at it this way: 99% of other people seeing you in a kilt haven’t the slightest idea of kilt wearing “rules”. They will judge you by their own standards, meaning taste; a few of them shall have what we call a good taste.
    Accordingly your priority should not be kilt wearing rules but those of good taste.

    With your black watch tartan kilt you can wear matching green or blue, black and even white or off white kilt hose.

    None of them shall be in conflict with good taste in general, even if white and off white kilt hose might not be to everybody’s taste.

    Most of the time I wear “colored” kilt hose, but I’m in no way rejecting white ones, which I do wear on a rather regular basis.
