I'd say go with a VEST ONLY to save money off the bat. Then, as funds allow, add the jacket.
That being said, make SURE that WHEREVER you get the vest from that it's a 'stock tweed' so you can match it when you're ready to buy the jacket.
Sound advice there, I wear my vests with the jackets more than I do with them.
