For those interested, it isn't just the kilt that generates that effect.

My wife and I dress Victorian (generally 1870s to 1880s) for Cowboy Action Shooting.

When on cruises we dress Victorian for formal nights. Top hat, cane, gloves. I get grabbed by groups of young ladies to have my picture taken with them. Conversations with women more age appropriate happen easily (I'm an introvert, I do not easily converse with strangers normally). Even the gentlemen appreciate the style... the gent in a tuxedo at dinner with us said, "this is the first time I've ever felt underdressed in a tuxedo".

Appearing sharply dressed is part of it, kilted or otherwise.
