Yes if the jacket's colours are too close to those of the kilt, the entire outfit loses much of its potential.
To me the keywords are coordinate, or harmonise, rather than match.
With Highland dress a true "clash" doesn't seem to happen very often, but in my opinion it's happening here:
Why it clashes to my eye is that the jacket is based around gentle earthen tones, but the kilt is based around highly saturated neon dayglo tones. No the dayglo periwinkle neckwear doesn't help. (Actually the tartan itself contains a clash between the earthen and neon dayglo. I don't care for it at all.)
That's such a lovey jacket and it would have looked great with nearly any tartan they might have chosen. Seems like they went out of their way to create a clash.
(Offtopic: a year or so ago an FA Cup Tie was delayed because "the match official declared
kit clash". Couldn't happen in US sports!)
