I can't offer suggestions on where to get yarn n the US but suggest you want to use a 2/16 Crossbred worsted for a good 16oz cloth.
Commercial cloth is set/finished at 40 epi but you'll get away with hand woven cloth at 36 epi. A 12 dent reed is a little awkward as 3 ends per split doesn't natually work with a 4 shaft set up so you might want to consider getting hold of a 9 dent reed.

I currently have a 12 dpi reed and since most of the 16 oz cloth I have worked with is woven at around 35 yarns per inch I am thinking 36 isn't much of a stretch.
Let me know what your thoughts are as well as any words of wisdom to the beginner (I do plan on weaving a scarf before warping up 10 yards of tartan btw...)
