I prefer choosing tartans to which I have blood, family or territory connections, though I agree with the right of choice for those who choose for other reasons.
As I read the OP, if David Palmour of Woosnocket under Snarglemont has a
personal tartan, and your name is Wilbert Iain Angus Palmour, would that be an acceptable choice? Here I would vote no. As noted above, probably restricted, but if not it's his personally. If someone means to share a personally registered tartan, it will say David Palmour registered this tartan for all Palmours, or, for all Palmours with a family connection to the Woosnocket Palmours, and the faithful retainers and staff of our lovely estates in the environs of Snarglemont. Then,do you fit that bill as stated on the registration? Wear in joyous health.
Normal clan and district? I'll trust your judgment. Have fun.
