I believe Madmacs is referring to the flap style cuff seen on the PC jacket. I've seen it called a Braemar styled cuff too. It typically sits to the front/outside of the arm and has three or four points with a button at each point.

Well i did toy with creating functional mariner's cuffs, but at the end of the day they'd just be for show, so knocked these up to try and get the proportions right... thoughts?
I've always heard that the three buttons on a naval coat kept Midshipmen from wiping their noses on their cuff; hence the Middies' nickname (in the Royal Navy) of "Snotty".
Sounds more plausible than the option of blaming napolean... reality is probably that with a functional cuff it would allow the sleeve to be folded back past the elbow
