I was in Scotland in June 09, and it seemed that everyone I met asked if I was staying for the gathering. So most of the B&B owners, and merchants all over Scotland knew about it. We went early and did not go to the gathering because we were travelling with children and didn't think they would do well in the crowds. As it was, we have a great 10 days seeing much of Scotland, and our family heritage sites. If the merchants didn't make money, it certainly wasn't because they charged too little. I did the math and found I was frequently paying over $10 US for a ham sandwich.

According to the Panalba site, "returning to Scotland in 1992. In 1995, he {Jamie Sempill} inherited one of Scotland's oldest titles and took his seat in the House of Lords". I am unaware of any Americans seated in the House of Lords. Is this possible? He did apparently work in the US for a short period, and IF he created a company here and then bankrupted it to avoid paying bills, he wouldn't be the first in any known country. A US corporation, possibly, I have no knowledge about it, but a Scotsman driving the bus. We have legitimate blame for quite enough of our own shenanigans without picking up the blame for others.

Also, in the US, if public money is involved, we tend to consider that all the invitation necessary to show up at the party. Hoops to jump through, maybe, but engraved invite unnecessary.
