Basting pleats is the most important thing. Further, if you can call the cleaner and find out when they switch out the chemicals (generally done once a week.) You can get your kilt in to be cleaned on the day that the new chems are used. This means that you are not having your kilt being washed with everyone else's dirt from the previous week.
I seem to remember that canyon dry cleaners (here in the SLC valley) put new chems in on wednesday so I make sure my stuff is in on Wednesday morning. Hope this helps. I have never had my kilt cleaned so I can't help you with who to send it to. Maybe you could contact a pipe major/band manager from one of the local pipe bands and see how they go about cleaning their kilts. I would contact wasatch district and salt lake scots and see what they say.
