If the honour was bestowed by the monarch for services rendered, it would be at the discretion of the monarch to remove those honours... In the case of treason, I can't see any justification for restoring them... They are afterall privelidges not rights
This is quite correct... however, a number of forfeited titles were restored in the 18th century, certainly within the living memory of those who had suppressed the Scottish rebellion. For whatever reason this was done, it did set the precedent. What seems to have been overlooked is the fact the the attainders have already been lifted by judicial decision, given the Royal ascent, so in my opinion no act of parliament is necessary.
