I'm sure that you're not the only one. But I disagree with you. I would be rather offended if some bouncer denied me access to a pub because I was wearing a kilt, in the way I wear it. I really can't imagine that they would for a second ask any female patrons about wearing/not wearing panties under a skirt.
I'm used to the question by curious bystanders, people who aren't used to the kilt, etc.; but from an establishment? Red flag. Unless I'm exposing myself to people, then who cares what I wear under the kilt?
Maybe the comparison to apartheid is a bit of a stretch, but where do you draw the line? If a black kilted german man with one leg and face tattoos exposed himself in a bar, who would you prohibit entry to? Black men, Germans, disabled people, people with tats? I think that is a very valid question.

It took me a while to come to terms on that, as long as the sporran does go flying, all anyone might see is my rump, and I don't really care all that much. Of course, I factor in all sorts of things before deciding how much to wear, like I don't particularly like to slide into a booth wearing a kilt, and really would not do that regimental. If I know I will have a chair to sit on, it may be a different story. I don't think I would be as brave as the guy in Cincy that went mattress shopping in a kilt. But, in the end, the line is up to us to draw, not for others to draw for us.

So they are claiming that some idiot has queered the pitch for everyone else.
What they don't say in their letter is how many instances there have been of idiots in bifurcated garments doing equally silly things or if they ask a "commando" question of any guy entering the establishment.

I would really appreciate it if people would read what I have posted before they begin insinuating that I ran here whining rather than actually confronting Kildare's with my concerns. If you had taken the time to read my posts it would be apparent, because I state so explicitly, that I e-mailed the Kildare's management BEFORE I posted here. I have been in communication with them since, and things are still developing.
I did not come here to run Kildare's out of business, nor to change other's opinion of the place. I came here to share an experience I had regarding my kilt, and to receive other's support and thoughts on the matter. I am quite grateful for those who have contacted Kildare's on my behalf, because based on local friends who have had problems with Kildare's before, their attitude is usually less than cooperative. However I never requested anything other than conversation from anyone here. Those who are taking time to aid in my cause are doing so of their own free will, and I resent the repeated accusations that I am doing the wrong thing by talking to people here.
This is a community after all, I thought the whole point of a community was support and enjoyment?

I think they should put up a sign saying that underwear is required and stop asking questions that they shouldn't be asking. I'm not a lawyer, but I think that would minimise their legal liability. They probably could be sued for asking the question, and if another kilt raising incident were to occur, they could literally point to the sign. And if you must go regimental then you would have to be very careful.

But the community isn't necessarily going to agree on everything. And, to be fair, I did read all your posts. I'm just stating my opinion on the matter, that's all. In a group of people, not everyone is going to agree. I agree with their policy, which is what my point was. On the other hand...
...that doesn't mean I don't find the question from the bouncer offensive. However, those in the forum who actually know me as a real person and not a username and avatar know that I wouldn't be at a place that has a bouncer in the first place. 
My concern was what seemed to be a call to arms. It reminded me of the movies where all the townspeople grab their torches and pitchforks and head for Frankenstein's castle to kill the monster.
My other concern was when someone compared this to racism. What you wear is a choice; the color of your skin is not.

Many establishments already have a sign about shirts and shoes. Just add another line:
No Shirt
No Shoes
No Undergarments
No Service

That actually both takes care of the problem and is rather funny to boot.
The bouncer just makes sure that any kiltie is directed to the added line.
The onus is then on the kiltie to make absolutely sure that their behavior in no way suggests that they are not following the "house rules".

Indeed, if any establishment were so hell-bent on preventing kilt-wearing customers from going regimental, I would NOT be offended by such a sign, or if a security guy pointed out the third line to me.
