I will not give defense to the violation of AR 670-1 for the misled Yank. However he is proclaiming to be a Non-Com and works for a living. Sometimes there are no manuals around to consult.
Even manuals are updated. The number of "Yar Bars" on his left sleeve (as I've heard them called) and the combat "mini" medal (that I can make out) give him some leeway under Reg. 23-4 and 23-1 (b), if he is attending the event as retired with an Honorable Discharge. Surely a testy subject for all former military when protocols are challenged, but a man in uniform that includes a kilt is quite the coup.
