    I have the neighbors from hell but I finally found my "rock". When I had the alarm installed on my home I bought an extra horn, or siren and when these neighbors from hell start up with their blaring noise I simply hook the horn up to my boats battery and turn it directly at their noise but of course mine is so agrivating and about 140 decibels that they get the message right away and their noise is turned down to a whisper. and as far as the other neighbors? They thank me for it.

    Respect is mutual, it is earned, not demanded. If you have neighbors that don't have any respect for you then you have no obligation to show them any respect, be the baddest kid on the block and nobody will bother you.

    Personally, I find the joke funny, but I would also worry about the damage a poorly played set of cheap pipes would do to your poor dogs' ears!

    I have a similar situation with neighbors across and down the street who play their rap/hip-hop/? on their high power truck and car stereos. There have been numerous times at night throughout the last few years that the bass notes will actually shake our windows in the back of out house.

    Diplomacy is good if they are receptive but from what you say that is not the case. Eventually the only alternative is to call the police to enforce the city ordinances. In my case this became an almost regular phone call. I also had to make sure the police actually went to the residence and notified them. In my case I even had to file notirized affidavits that could not be ignored.
    There are fines that increase with successive visits if they are making too much noise at inappropriote hours (you'll need to find out what these are). If that doesn't make a difference I would make appearances at the city council meetings to make it a matter of record. If it is necessary to go that far be sure insist that you want your statement to be a matter of record otherwise it may not be recorded.

    Unfortunately in this day and age I would not advise that you physically go over to visit them and try to reason because you could very easily end up in a brawl with folks of their attitude. Let the police do their job and hit them in their pocket book.

    Cheap out of tune pipes might be nearly the ultimate in retaliation, but wouldn't you worry about the neighbors calling the "animal welfare cops" about you mutulating cats or something" Seriously, I once got one of those "hip-hop" guys that ride qown the road with the volume and bass cranked up so loud that the roof on the car pulsates to roll up his windows at a stop light just by cranking up the volume on a Bagpipe CD

    Been there, done that!!!
    I drive a convertible and usually have at least one BAGPIPE heavy song/CD in the car (often in the player).
    When I hear ANY annoying music (particular hip-hop, rock, and country songs), I CRANK THE PIPES! The high pitched pipes peirces through the thump heavy music like a stone through water.

    PS-> my radio has a WIDE range of stations-> classical, hip-hop, country, rock, punk, NPR. (There used to be a station in Atlanta- Clark college I think- that was completely random of ALL of these-> Jay-Z, Bach, Beetles, Moazart, Stones, Tom Petty, est-> you NEVER knew what would come next!) So, it really is certain songs/pieces.
