I'll take a stab at it-
That appears to be Clark tartan.

There is nothing quite like the look and feel of hand knit kilt hose. Very special indeed.
They are also quite expensive. I have several pair, the least expensive of which was $75. And given the time, talent, and care that it takes to knit them, I don't begrudge that one bit.
Because they are special, I don't recommend them for everyday wear... but where you want to add that extra bit of *WOW* to your attire, they are tops.

I've seen it
I saw her (unbeknownst to me at the time) at the Indy Irish Fest. Knitting of course. These might have very well been your hose!
Yes, her hair does match the avatar.
Those hose are the cat's paw. I'm sure they'll be a kilted stampede fer tha lassie's gid hose.

Sorry for drooping off the faceof the earth. Been busy. But I'm going to charge $80 a pair (or trade for kilt accessories . . . . . or kimono accessories). The very shortest time I can make a pair is about three weeks and if I have several people interested it's first come, first serve.
The measurements I need are as follows:
Around the calf
From back of knee to heel
From heel to toe
Around the ball of the foot.
