I use the belt loops on my Stillwaters for my belt and sporran strap. As a slimmer built person I believe that the loops do help the belt stay in place.

I'm in the Hamish camp myself. I put the belt through the belt loops (novel idea huh?) the sporran I just buckle around the waist.

I wear mine like GatorUK. My waist and hips are not that different. I feel more secure when using a belt, whether I need it or not. Besides, I like the looks of it.

As you can see, there are plenty of differing opinions. I put my belt through the belt loops. I consider putting a belt over the loops to be a silly affectation.
That being said, I fully support the right of other people to be silly.

As a slimmer person I use the loops. If I dont it seems the belt rides up and will not stay where it needs to.

Like Gator, I do the Hamish. It just looks wrong tp put a belt over the loops (looks wrong on p@nts, looks wrong on Kilts). Plus my tank at least is so heavy that after a full day of walking around will sink below my belt (and yes the fit is fine I'm still right in the middle of the straps). Additionally they could come in handy. I'm thinking about asking rocky to actually give me 4 loops on my next kilt, because when I'm dressed casually, I always have a gerber on my belt and with out a loop, it falls off every time I undo the belt. Finally the sporran does not go through the loops, because sometimes you need to move it to one side or the other (like when driving) and it doesn't slide as easily if through the loops.

As a fat guy, I really like wearing no belt or no sporran. Took a while to get there - sort of a conversion process from wearing pants.
I feel much more comfortable with just the kilt straps of my hand sewns or semi-trads and using a jacket or vest for my "stuff." I don't feel the need for a belt to complete my traditional look anymore.
Of course, that's not always possible. And, still wear belts on my casuals and Utilikilts. For the later, I think belts are part of the fashion look.

I suspect that a belt riding up is only a problem if the kilt is not worn over the navel. Worn lower on the hips would probably allow the belt to ride up, and that may be the reason why this is a new phenomenon. Just a guess.
I never use the belt loops for anything, belt or sporran. There are strictly superfluous for me, and I think I will have them omitted from the next custom kilt I purchase.
