Before or After Removing Basting Stitches
When taking the waist in on a new kilt, would it be best to do so before or after removing the basting stitches? I only need to take mine in about an inch or so.

The first question I have for you Kent, is cannot you return the kilt and get one that fits correctly? I just really hate to have someone think "OH well, it doesn't fit, I guess that's normal, I'll just figure something out and alter it till it does."
An improper fit of a kilt is not a minor thing. So check if you can return it.
If what you bought cost more than a hundred dollars I would absolutely return it and request one in the correct size.

Really, the easiest way to do this is to eat lots and lots of chocolate chip cookies (or whichever type happens to be your favorite!)!

I may eventually have the same problem, wanted to make sure it was large enough but may take off a few pounds in the mid-section. I've been thinking long and hard and THINK this might work for do-it-yourselfers: try taking it in by making an extra pleat at the very edge of the INSIDE apron, no moving buckles required just a slightly smaller inner apron. Use strong thread and remember this will have to bear the stress of the waiste-band. Remember if you do this that a pleat will naturally take DOUBLE what you want because of the fold. You can also consider stitching it down flat all the way to the bottom.
Please let me know if this does NOT work as I'm probably going to have to try it soon !

On the underapron, it is better to just move the belt by cutting the threads and moving it towards the belly button the amount you need. Re-sew it to the outside of the underapron so the belt will still go thru the belt hole in the pleats. I tried a dart but it shortened the underapron too much and my left knee was not covered by the underapron when standing.
On the front apron you can add a dart. Overlap 1/2 of the amount you moved the underapron belt. This is doubled by the dart. I only would sew down as far as needed. Try it on and see if the edge of the apron is still covering the inverted pleat (if there is one). The one I modified did not have an inverted pleat.

I moved the belts on my wool kilt. Thought that I should try the darting to get a feel for it.
