What about a Claymore instead of the pipes? Many advertisements I see for Marine recruiting show a man in dress blue tunic with the white hat and a saber (mindful that I don't know all the Marine-specific terms for these things--I'm not a Marine so I'm not bound by their rules to know).
Ooooh, that raises an idea for a different image (future project, perhaps?): Dog in blue tunic and Leatherneck kilt! No, wait, that would have him out of uniform...

Looks like a good start, I also think a campaing (d.i.) hat would look good, and find a way to work in the EGA.

a couple ideas...
Check out the below link. I haven't used this company for unit t-shirts, but I do like the style of their artwork.

Also, check out the Leatherneck Pipes and Drums website, below. They have piper's tunics which are based on the Dress Blue jacket. That might be useful for your artwork as a model. Interestingly enough, they wear kilts that are designed to look like the Dress Blue trousers with Blood Stripes instead of tartan kilts. Maybe that's an option for the design, since sometimes tartan doesn't translate well into a silk-screened design.
