As i said in another thread,if your making your own and can't afford wool,then try tweed.As for Cotton.Forget it.
Just a quick word in defense of cotton (we grow a lot of it around here). It is a fine fabric, if properly finished for low care clothing. The problem with a kilt is that you would need special equipment to put the durable press finish on/into a kilt.
Just to give you an idea of how far fabric finishes have come in the past 60 years or so, I can remember tailor shops had waist high booths, so a man could come in, and hand over his trousers to be pressed. When we sat down, it was necessary to grasp the front of the trouser legs and pull them up so they wouldn't have the crease destroyed by pulling them tight over the knees. And these were top quality wool! (I sometimes catch myself still doing it, at times)
