I don't have the same problem, but I can tell you lighter weight wool (like 11 and 13 oz.) has a noticeably smoother finish than heavier weight (16 and 18 oz.) wool. The smoother finish should be less itchy.
If you find that you can't tolerate light weight wool, I recommend you try a Casual or Semi-traditional kilt made by USA Kilts. These kilts are constructed of a quality synthetic material called polyviscose (poly-rayon) made by Martin Mills. It looks much like light weight wool, has a telfon coating for stain resistance and is more durable than other synthetics.
Some like the looks of a box-pleated kilt and some don't. A box pleated kilt is lighter (in overall weight) and more evenly balanced than knife pleated kilt. Use the search feature to locate past threads about box pleated kilts.

from Northern Va. I personally like the knife pleat but am gaining an appreciation of the box pleat. So much that I might just give it a go on the next kilt.

I think I remember reading on this site that some prefer box pleats if they're going to be sitting for an extended period of time...such as driving or flying. Your mileage may vary.

Since the wool is potentially an issue, I'd stick to synthetics rather then spending extra $$$ for a kilt you might not be comfortable in. Box pleats are a matter of taste.
We have quite a few kilt wearers in the Bay Area. If you join us for the monthly kilt night on the peninsula, you'll find box, knife pleats and everything in between on display.

If it's box pleating you like you could also find the threads from X Marks member "Ancienne Alliance" or search for threads containing "Lady Chrystel". She makes her own double box pleats and they are amazing. The photo's are pretty good too. Lady Chrystel's website (see their posts for a clickable link) clearly explains the process of box pleating.
