The sideways photo is what shows up the too long fell - all those horizontal folds are the pleats fighting to rise up far enough to open out and accomodate the movement - when standing up feet together it is not so obvious, but you need to free those pleats!!
Nice kilt though, and the tartan is rather dashing.
If the fabric is lighweight and not very expensive - assuming it is wide enough, just buy 8 yards - or whatever you need, fold it double at the length you need, or a suitable line of the pattern, press it carefully making sure it is exactly matched up and square on the grain of the fabric, and then treat it as though it is a thicker material.
That is a trick from making theatrical costumes where you need to make a thin fabric look like something of rather better quality.
That's the same material I was thinking of getting. I was going to go all out and make the leather straps, but now thinking of just doing velcro and adding some belt loops later on if I felt like it, it would help simplify the making of it a lot.
