That is in fact the knitting tool used to make those garters.
Also for those interested, there are threads on here that people discussed making the tassels.
Mostly using cardboard or some simple items around the house, but my wife found this little gizmo and uses it.

Wouldn't it be easier with two double-pointed needles? That's what I use. (My wife says I have too much knitting stuff!)

I think it's a matter of preference. I-cord (what you make with two dpns) only works up to a certain circumference. I bet you could make wider flashes with one of those dealybobbers.

We used to make these in primary school with a few nails and an old thread bobbin.

beat me to the post, I was going to say the same thing.
We used ombre thread (shaded from one colour into another) and a crochet hook. When the "snake" got long enough we would wind them into a flat circle and sew the thing together for use as hot holders, or coasters to protect the table top. Lots of fun.

Um, you are talking Greek near as I can tell. 
My wife does the crochet and knitting.
She did teach me how to crochet a Tam once though.
I made a couple of them for myself.
That was several years ago though, I don't know if I could do it again without a refresher course.
