hello, and a warm Celtic from Boston, Massachusetts.
I hand clean my kilts, only a few dry cleaners around here have any clue about kilts. Basting the pleats is absolutely necessary. Even with basted pleats, it is a good idea to call around and ask if they have experience with kilts before going in.

I'd say handwash it. There are advice threads on ere that tell you how. So long as you are careful it should be fine, it's only made of hair when all said and done.
