From what I've read, traditionally women didn't wear kilts. However, not everyone is a traditionalist. If you're in a 'pipe band, then a kilt is part of your uniform. If not, usually women don't wear kilts. Instead you have kilted skirts, about which there happens to be a very lively thread going right now.
