The difference in the lengths at the knee seems to be that you are wearing your Kilts at Mid-Rise.

Full Rise would by just under your ribs. The top straps would cinch into the small of your back over the Kidneys and cover your short ribs.

The problem with wearing a Kilt designed for Full-Rise at only Mid-Rise is this lowers the bottom of the Fell too.
The Fell is the part of the back of the Kilt where it is tapered and sewn down.
A Traditional Kilt will not look right if the bottom of the Fell falls below the crest of the buttocks and Hips. It will form "Stage Curtain" folds in the back.

But the Kilts you seem to be wearing in the photos do not seem to be Traditional Kilts and would slip down if worn at Full-Rise. (They do not seem to have a Rise which is a flaring out of the Taper above the top Straps.)

On the Kilts you show in your Photos It will probably be best to Hem the Kilts.

Go to any good Tailoring shop and ask them to mark the Hem right at the top of your Knee cap.

Then ask them to turn up the Hem, press it, and blind stitch it. (DO NOT CUT OFF THE EXTRA FABRIC!!!)
Please remind them that there will be a small tip that tends to hang down at the edges of the aprons and these tips will need a little extra roll up.

A 22 inch length on a six-footer would seem to me to be pretty short, possibly a couple of inches above the knee. It might work if the kilt is intended to be worn below your natural waist (like a pair of jeans), but if you wear it at your natural waist I think you are going to need more than 22 inches. Are you sure about the desired length?
One thing to remember is that not everybody has the same ratio of body length to leg length. I am 6' and a little bit (in the morning sometimes 6'1"). A 25 length kilt worn at the "kilt waist" hangs below my knees, as my torso is long and my legs are relatively short.

Just the underapron and deep pleat, NOT the apron. Right?

It seems as though the 24" is probably the right length, but that you are wearing it a bit low. The 22" is a bit too short, but you are wearing in a bit low as well, allowing it to hit the correct part of your knee.

But, better that than the usual mistake: wearing the kilt below your knee and looking like you're wearing a man-skirt.

I'd say the 24" is the better option, if you wear it a shade higher . . . I will also second the position made earlier that not everyone is proportioned the same.

I am 5'11", hand have the upper body of a 6'4" individual (based on loose calculations). Genetically designed to wrestle and move heavy objects around.
