    Here in the "States", "Made in the USA" can = A garment made of "imported cloth" but sewn in the USA. ?

    No. The US has a fairly good textile marking law. A garment sewn in the US of imported cloth can only say "made in the USA of imported fabric". (It can say "Made in the USA of <country of origin> fabric".) It's worth noting that the rules aren't universally followed -- I've seen kilts at games that were not marked with their country of origin. "Designed in Scotland" doesn't meet the requirement, even if the good was actually made in the UK. That's illegal, but at the quantities that are imported, unlikely to catch the attention of Customs. It also only covers the major part of the garment. Goods marked Made in USA can contain fairly large parts that are imported. (In a kilt, the tread, interfacings and linings are all excluded from labeling requirements. Imported straps are unlikely to bbe reqiured to be mentioned, either, as they're not a substantial part of the garment.)

    The US has had the same problem with product made in Usa, Japan. Then there is the Saipan Scam. There are so many products out there where one does not know the origin.
