I suppose boy scouts grew up with flashes to hold their socks up. I always just thought of them as something practical for that reason but i can see how they can be decorative in themselves also. As long as they aren't tartan.

FWIW, switching to the traditional garter ties was the best move I ever made! Have no plans to ever go back to the elasticized tartan flashes.

I always thought that you were supposed to show quite a bit of the flashes. I like the more subtle way the PoW wears his. On the subject of tartan flashes, when you are ordering your kilt the various companies make it seem like it's a big deal to have matching flashes of course they are also the same people that seem to push the cream hose.

I don't think there is a "correct" amount of flash to show, not in terms of a precise length at any rate. But I do think that a lot of people wear them too long for my taste. I think this is the case of it being better to err on the side of showing too little than too much.
I also wholeheartedly agree with Jock on his opinion of tartan flashes. I just don't like them -- never have. I think it may have something to do with the fact that the modern day garter flashes are the descendant of the old traditional tie garters. The garters were woven or knit bands -- not cut strips of tartan cloth. The modern day flashes are meant to emulate the ends of the tied knot that would be visible on the old garters. So tartan flashes just never worked for me.
I also have never gone back to wearing the ealstic garters since I started to wear the kind that you tie yourself. It's partly a comfort factor, but mostly just the satisfaction of being able to wear the real thing. Same reason I haven't worn a clip-on neck tie since I was a kid and learned to tie my own tie.

I wonder what the origin of the word is? "Flashing" is used to keep things watertight.
