I'd have it fixed one way or the other so it's comfortable to wear for you. No point having a great kilt that you don't wear.

I had BarbT hem a kilt about 1.5 inches and I have to say it looks and fits great. Much better, and it sits where it is supposed to instead of having to hike it up constantly, due to trying to wear it higher. Noone can tell, either. I'd go with hemming rather than changing the straps.
