This has happened more than once to me, different employers, during company-sponsored happy-hours and/or party functions. The "Office Marm" gets more than one White Russian in her smoke-stained maw and has to see what's behind door number 1.
So my suggestion is to keep it covered. Use like-colored (to your kilt) undies to be less conspicuous.

'Remember reading something a while ago, something like 10 percnt of colonial ladies do not always wear smalls...so, if you go "kilt-commando," you are, based on the number and age of the feminine workforce, possibly not alone. Remember though, this is your workplace.

If the wind blows the skirt up on a girl who just happens to be regimental the only thing to happen is a few whistles. If the wind blows a kilt up on a guy who is regimental he gets arrested for indecent exposure!

I wear a kilt to the office 2-3 times a month and this is my opinion as well. Twice I've taken a tumble on the stairs. Could have been even more interesting had I been kilted and regimental. Flashing, even accidental, could be grounds for disciplinary action, possibly even dismissal.

A well made kilt should not blow in the wind, and if you learn how to sit and do other tasks you would be fine.
HOWEVER, I think in an office environment you need some kind of underwear, even if it is just because of the office prankster that will try to lift your kilt at the water cooler. The comfort is not worth the aggravation.

Jordan is right. Do what you think is best.
For me personally, going regimental is the way I wear my kilts, no matter where they're being worn. That's just my choice, and it includes wearing it to the office (which has only been once, I admit).
As long as you learn to properly sit, stand up, kneel down, etc., without exposing yourself, it's nobody's business.

I would suggest that you ask yourself this question.. If I were female wearing a skirt,should I wear underwear?
Now, if you are the manager of the business and someone accidentally flashes another employee or a customer, should that person be fired?
I am a manager in a large American corporation. I can tell you there would be no option. the person not using good judgement about what to wear to work would be terminated immediately.

Let me put this part of it to rest: it is completely and totally a woman's personal choice what she wears under her skirt.
Same should apply to a man in a kilt.
But, I offer this in addition; I have been praticing wearing a skirt for 45 years or so. I have yet to master it completely.
