How's your weather ?
I prefer to wear a lighter kilt at the summer and a heavier one during the winter... I'm not saying that heavier kilt works only for cold weather, some find heavier kilts comfortable during all climates, but heavier can make you sweat a bit more during summer... It's a matter of how comfortable will you be !

If you are going to get a 4 yard kilt, make sure its a box pleat. Knife pleated kilts @ 4 yards are flimsy and don't shape well when worn (IMHO). That extra yard really does make a difference when going the knife pleated way. So, if going for a knife pleat, go 5 yards (13, or 16 Oz will be fine.)

Given a choice, I wouldn't get a 13 oz kilt. They seem to wrinkle too easy when you sit on them. And we see plenty of warm weather here in the South. I don't have any lightweight material kilts, but I don't imagine they're really all that more comfortable. When it's 95F outside, then you're going to be hot no matter what you're wearing. :-)

Thanks for all of the advice. I'm strongly leaning toward a 5 yard 16 oz from USA. Regardless I won't be going with 13 oz since it seems it wrinkles too easily.
