In reading your post I imagined myself sitting on the deck with the view in your photo, and listening to him pipe the sun down. Certainly worth the neighbor's rightful, though unfortunate, response.

Yes it may be his right (though the law states 10PM for noise curfew), and I wouldn't have given it a second thought, unfortunately his demeanor makes it difficult to want to work with him.

I must thank him for one thing though,...my mentioning of him in the original post has once again shown me the balanced point of view on the forum.

I have to admit, that while the sound of the pipes can be soul stirring, they are not exactly a low decibel instrument.

My neighbor didn't know I played the 'pipes (we had just moved in) and saw me in my kilt. He jokingly asked, "Where's your bagpipes?" I told him they were inside in their box, and asked would he like me to play them for him some time. He said he would, and I agreed to play them the next day. Since I was leaving early that day, I asked him what time he got out of bed. He told me, and the next morning I was outside his bedroom window 10 minutes earlier than the time he had said. He loved it, although I think his wife would have preferred a recital a little later in the day.

I would be very careful about doing something like that in places like So. Cal. My wife and I witnessed someone in a similar situation spit all over someone's windshield and then attempt to drag them out of the driver's window. The driver quickly rolled up the window and the guy tried to bust the window. This was during commute traffic with tons of people around

Of course. The big guy was intimidating enough though, and people here tend not to be quite so violent. Anyway, it worked.

He wants to come back, but is concerned my neighbor will be a problem. I said I would invite the neighbor to come over for a concert,...the young man turned pale.

Sounds like you have a neighbor with a good sense of humor. My wife says this neighbor is apropos, since I spent over 30 years being the one who was called in to fix the problems nobody else could or would handle. Unfortunately, I can't argue with her logic.
