Yeah, that's weird. I would think that the order got cancelled due to cutbacks and spending freezes from "sequestration". Maybe they decided to go ahead and put in out there to get it in the system and then cancel it so that at least it would show up as a program that can be continued later, assuming they ever get funds freed up. I'm betting a lot of agencies are doing something like this. Trying to get their pet projects "on the list" so that when they return to the good old days of willy-nilly spending, they'll be at the top. But I could be wrong.

More than likely it was cancelled due to being put in the spotlight on the Drudge Report.
