Ebay refunded the money not the seller. When I asked Ebay how to send the item back they said that the money is from Ebay not the seller and then it just gets droped. But that person gets a ding on his/her feed back page which isn't good because if you get too many dings no one wants to do business with you.

I was going to just message the sender but decided to do it through Ebay's Resolution Center. This is the message I sent to the seller "Thank you for the prompt shipping. I am disappointed with the condition of the kilt. The inside buckle strap is almost completely detached from the material which I can fix but there are 6 (moth?) holes in the front apron which I can not fix. Holes in it do not make it in "excellent" condition and I wish they had been disclosed. I'm not sure where to proceed from here. Thank you, XXX"
Honestly, it isn't worth shipping it back if I have to pay for shipping. I did take pictures if they are asked for but it's hard to get a decent pictures of the holes. If they need proof of that I will have to figure out how to get them to show, I will cross that bridge if I get to it. I bagged it and it's in the freezer!

Putting a sheet of white paper behind the apron will help to show up the holes in a photo.

Thank you for the suggestions. I just got a reply from Ebay;
"We let the seller know the item wasn't as described.
The seller has offered you a full refund for the purchase price plus original shipping if you return the item. To get your refund, ship the item back to the seller. You will need to cover the cost of returning the item. Make sure you ship the item by Jun 07, 2013."
That will not happen. I am not going to the trouble to pack up and pay to return a 13 dollar item. I'm going to tell them that. If it doesn't get resolved more to my satisfaction I will just give negative feed back and chalk it up to a bad ebay experience.

I've purchased quite a bit of stuff from ebay. I generally give the vendor first shot to correct an issue. If they don't, then for an item such as yours ($13) I just give poor feedback. For a purchase of greater value, if the vendor doesn't resolve things to my satisfaction, then I would go the ebay complaint route. Always check an ebay seller's rating before buying. It is really the only protection you have.

I agree but I did go through the resolution center so the problem with the complaint and ensuing conversation are recorded. I always check the seller rating of people I am buying from and her's was satisfactory to me. She had 3 negative complaints from one person that complained about the shipping method and one where there was a complaint about sizing and the person not receiving a return label as promised. All the others were quite positive comments.
It's really not about the money, but about the untrue listing. I expect people to be honest about what they sell. I took the kilt out of the freezer to show my husband and he said he would call it "poor condition at best because of the obvious holes and strap issue".

Yesterday I replied to the above "will give you your money back, if you send it back at your expense" with "I don't think it is right that I should have to buy an envelop and pay return shipping on something that was listed as being in *excellent* condition that has moth holes in it and a strap almost torn completely off. If the condition had been fully disclosed I would not have purchased it." I haven't heard anything back.
I'm leaving town and won't be back till Monday. At that point I will escalate the case on Ebay, file for refund through Paypal, and give her negative feedback. The more I think about this the madder I get. I have a real distaste for dishonest people and she was very dishonest.
