It looks like a hunting sporran to me.

For myself, in this instance, it’s the cantle.

I would say it is a hunting sporran, because it doesn't have dangling tassels. All hunting sporrans do not have dangling tassels.

I'm pretty sure that's described as a dress hunting sporran.
Here is a similar one, it's listed as a pipers dress hunting sporran.

I'm definitely no sporran expert, but it looks way too fancy to be anything other than a dress sporran to me, and way more fancy than a semi dress sporran.

In answer to the question - I'm not much of a fur guy. I have nothing against fur, it's just not me.
The sporran in the photo is smooth, highly polished leather. It has a chrome formal cantle, not a leather one. This is the most formal sporran I own.
This is also the only time I have ever worn Ghillie Brogues. I don't care for them much. I now wear highly polished Brogued Oxfords for everything but the most formal occasions when I may switch to spit shined, plain oxfords without the broguing.
I have never worn a fly plaid. And won't.
I also do not own an Argyle jacket. I wear a jacket cut for a kilt but without the military influence. Dark charcoal Tweed with horn buttons in the daytime and Black Barathea but with black buttons in the evening.
Personal preference & KISS

I think one could argue that they are both a cantled hunting sporran and a furless evening dress sporran. They don't fit nicely into either category and from what I've seen they are most popular among pipe bands but have been adopted by some who do not care for fur for whatever reason.
My personal take is that (outside of pipe bands) they would only be suitable for formal wear due to the brightly chromed cantle. Metal cantles can work for day wear but I think brass is about the only metal that works and even then it shouldn't be too shiny. That's my thinking anyway.
In Steve's case, I think he made to best choice considering that he doesn't want fur. I think plain leather is more tasteful than fake fur in any case.

I like that there are the finite points of Steve's sporran described. It reminds me of a group of gear heads discussing how to tighten a knucklehead's (1948 Indian motorcycle) motor bolts (without a torque wrench available). I love this site for that.
I believe the new reader and future member can learn from these specific points.

Do you perhaps know what the belt is called that pipers wear on the upper part of their body?

Sorry to say I don't, I'm sure somebody here will know however.
