Downunder and kiltedfarmer, it looks like the guy at the far left of the photo (to the column's right) is using a military salute. Maybe the guy to his left (same side of the road, near the middle of the pic) as well. That form of salute is OK if you're current/former military, but since he's in Scout uniform, he should be using the Scout salute. (Especially since it appears from the way the flag bearers are similarly dressed that they are the Wood Badge staff and should be setting the example for the participants.)
The guy on the right edge of the photo (nearest the camera) is using the Scout salute.
It strikes me as a little odd that even though they're the ones holding a U.S. flag (which normally gets a salute as it passes or is passed), they're saluting the column, which has no flag, and the members of the column are not saluting.

I don't know guys. Your eyes must be better than mine. I can't differentiate between their hands and the bills of their caps.
