Depends on how they did the measurement. Many kiltmakers measure from the top of the hip bone (which actually lies below the true waist) to the center of the knee cap. This gives exactly the same measurement as measuring from true waist to top of knee cap but is much easier to do on many guys. So, they're getting a certain # of inches, not measuring to where the kilt will fall.

If they truly intend your kilt to come to mid-knee, then I respectfully but firmly say they are wrong.
