As a rather heavily tattooed member I'll toss my 2 cents in too.
It can't be emphisized enough; find a good artist. Look at photos of their work. Most artists have portfolios where they can be viewed by perspective costomers.
Also, like any kind of art, everyone has a different style. If you find an artist who is good, but their style doesn't suit you they're not the one. If there is an artist you like, but they're not local, don't be afraid to travel. I've endured several 14hour flight to visit my tattoo artist, and we're still a long way from being finished.
My opinion, go a little bigger than you're thinking.

It's great everyone has an opinion and is of help to some degree or other. But, I've always told clients "this is on you." Of course there are going to be cases where it just "won't work" with the anatomy. But, in your case, both would work swell and are not uncommon places for something like that.
As far as it being "flashy." That's pretty subjective. But, I will say I have seen (and tattooed) plenty 'o crossed flag tattoos. The fact your family crest is the focus + the quote make it a bit more unique.
But, like I said, at the end of the day you and you alone will have to love it or loath it. Good luck in your persuit.
Oh, and dirkskene is a a wise man. DO NOT negotiate, and make sure you tip. "Tattoos hurt; TIPS DON'T!" And as far as the art work: letting the artist draw it will ensure a much better product in the end.

I've thought about getting the word בעל זבוב tattooed on the bottom of my foot.
It'd be nice to walk all over him all day.

That's a pretty subjective statement.
But, I do agree with the letter he posted. However, some of the statements about Texas laws are a little dated.

As far as fading goes, remember the 4 S's every morning, S**t, Shower, Shave and Sunscreen, told to me by the artist that did my back.
Mowgli, nice ink, sorry about the situation that warrented it, but it's a nice tribute.

For what it's worth, the red heart you can see in the picture I posted a while back was done February of 2000, and hasn't been touched - I use sunscreen religiously, and seldom expose my tats to sun (I wear a t shirt when swimming).
