Three ways to lie:
1) Include no truth in the telling.
2) Tell the truth but only part of it.
3) Tell the absolute truth, all of it, but in a way that no one will believe you.
The political correlary to this - if the politicians lips are moving they are exercising law 1 or 2, the odds are that it is number 1.

US Army General Orders (As taught in Basic Training)
1. I will guard everything within the limits of my post and quit my post only when properly relieved.
2. I will obey my special orders and perform all of my duties in a military manner.
3. I will report violations of my special orders, emergencies, and anything not covered in my instructions to the commander of the relief.
And as ammended by a particular Platoon Sergeant I served with:
