Hello and welcome from Texas!
While I no longer consider myself vegan (I don't personally have a problem having wool kilted skirts and leather accessories when the time comes to get myself some items), I still eat a vegan diet. My husband is still a bit stricter than I am, but for starting out with the kilt thing he is ok with buying leather at the moment until we are settled and have a few things for him to wear as well as possibly working up to making our own items (non-leather). He would like to have at least one wool expensive/nice kilt in his collection. We have also discussed the possibility of buying used items such as a dress fur sporran if we can't find an alternative like that to buy (I have seen some fake fur sporrans, but they were still made with leather -- I haven't done any extensive searches). I think it would be fun to learn to make sporrans and use faux leather and fur, simply for the satisfaction of having made our own item the way we want it, but it all depends on what we're able to do and what/when we need something. I think your plan sounds great!

I know plenty of Vegan kilt-wearers. It's not so incongruous.

I'd recommend having a wee go at making your own accessories from any kind of sturdy fke leather you can find. I've seen a few folk do it and they've even managed to make lovely, full-dress sporrans.
Also, I think there MAY be a Heathen and Pagan group which focuses on Scottish Ancestry in the state of New York. You can probably find them on Witchvox.
If I ever find where I saw them again I will be sure to PM you with it.
