Well folks, so much to quote so I'm just going to try to remember as much as I can and get it out rather than get lost in all the vBulletin code. ;)
I'm afraid I'm a bit of a pissant about my purchases, so yeah, I'll overly scrutinize my options until I decide on it.
The other folks from Chicago, also Toronto, other areas that can be windy and cold... I think you guys may be right. I'm used to my heavier weight regimental so a "heavyweight" wool will still be lighter than what I've got now. Should be fine. It would also offer me a bit more peace of mind knowing I've got something that may not blow up and around as easily.
I said in another thread I've been having my eye on an allblack and I was really excited by the shadow tartan at Stillwater. Since it's a less expensive kilt that would be easier to exchange if it didn't fit, it may be a good pick-up starting point before I end up getting the next made to measurements.
I appreciate your words and suggestions... It's been some time since I've had to dive into looking around again and making sure I'm getting what I'll be happy with (seems the research into and anticipation of getting a kilt has always been the worst part for me!) and I'll be looking forward to reading what other experiences you guys have had with ordering, fitting and wearing your kilts out.
For what it's worth, the pictures and stories of the Tewksbury made kilts are jawdropping. I certainly hope to get the chance to have her hands put one together for myself.

You've received many good suggestions for good, reasonably priced casual kilts. Like many have said, Stillwater and USAK are good choices. I have a couple of the SWK acrylics and I like them, but wind can be an issues. Yes, I live in a windy place as well.
So far, the best kilt I have regarding wind lift is one of the 16 oz PV/Acetate blends available from The Kilted Nation, here:

I was wearing it out this weekend in 30 mph winds and had no problems at all. And the prices are good. I'd suggest you add these to your "possibilites" list.

If you like the fit of the regimental kilt you sound like you find the fit to be important.
Buying off the rack from Stillwater and such and getting acrylic seems quite the step down. As others have said, you might be happy with PV. I agree, it's the closest material in a slightly lighter weight, machine or hand washable, Teflon coated for stains and holds the pleats quite well. The cost is way down from wool per meter.
But I think it may be just as important to get it made for you not just a general size to fit many. If fit is a big thing get it custom made, you'll enjoy all the benefits you are going for in a kilt. We have a number of quality kilt makers here that will make you a kilt for you, not off the rack.
Try MacHummel (Peter) at Canadian Casual Kilts for a custom made kilt, he can quote you for MM PV, MM wool, Loccarron wool and many alternative fabric like canvas duck and Denim in 5yrd, 6 yrd and 8-9 yrd.
