    As far as getting a kilt, I've not had any experience with Scotland House in Williamsburg, however I do have a USA Kilt Semi-Traditional model, and have found them to be wonderful to deal with as well as giving great value for your money, however it all depends what you are using the kilt for, ultimately it's your decision, I have found that if I frequent the sponsors of the site I have never had a problem.
