    Generally speaking,with the waistcoat(vest) no you don't wear a belt and yes you do wear a belt without a waistcoat(vest).There are no hard and fast rules though.If you wear a belt with a waistcoat(vest) you may find that it does not hang properly as the belt buckle can get in the way.
