Do you wrestle with the kilt on or do you take it off before the match? If you wrestle with it on, then I think a leather kilt would be too hot and heavy, and that steampunk has a lot of hardware that would hurt to land on.
I'll second the Alphakilt option. Daren makes a good product and will probably be willing to work with you on what you need. He's got very good prices too.

Big bucks? Oh, sure, I'm pullin' six figures monthly. 
If by figures we mean dollars, sure. Biggest payoff I ever got from a wrestling event was 35 bucks, and that was because I helped teach a clinic afterwards. Wasn't even enough to cover the motel room I shared with my lady friend. Usually I get paid gas money and maybe get dinner bought for me if I'm lucky, so I'm afraid an RKilt is a far off dream- but a dream nonetheless.
Yes, as of right now I wrestle with the kilt on, it helps give my plain black singlet a little flair (and has a slimming effect, I've been tremendously out of shape lately). Hopefully by the time I can afford a Steampunk or something I'll be in good enough shape and have a nice new custom singlet, so I can take it off before I wrestle.

"Cheap and evil"?
If that was my criteria, my initial inclination would be to go for cheap on the kilt, and evil via accessories. If it's something you're going to wrestle in, I'd want to go with something besides buckles and straps all over the place. To me, that spells "velcro closure."
While a USAK PV casual is a much better kilt in every way, I'd probably go with a Stillwater Thrifty. (They've replaced Sportkilt as my "pajama/beater/yardwork" kilt.) I wish they offered the nightstalker tartan in a Thrifty (which I think would be "on the nosey" for your situation), but would probably go with the Black Watch.
For my evil accessories, I'd get a big sporran with some evil motif on the top flap. The Punisher skull, the skull and crossbones, something else with a skull, basically. Repeat that motif, only bigger and louder, on a black t-shirt. (And open a "Celtic Crippler" shop at cafepress.com.)
Ooooh, or you could go with the Buchanan thrifty, and use a red or yellow t-shirt. With an evil motif.
If the sporran had a detachable face, you could even replace the evil skull of death with something happy and fun, for when you switch back to being a good guy!

I like the alt.kilt myself. The steampunk is a little too over the top for me. And I love box pleats.

Ever thought of that good old American tradition, SPONSORSHIP? How about it guys, especially kiltmakers out there, how about a sponsorship kilt or two? Here we have a hard working, hard rocking kiltie who now needs, not wants, needs a new kilt for his professional persona. And none you you guys are willing to tailor a kilt suitable for him? He could wear a Tee shirt emblazoned with YOUR Logo! Who knows Evil Kilts.com, think of the tie ins, the evil kilt action figures! Evil kilt sgian's, sporrans and hose! Don't even get me started about the chains! What an opportunity!

If I remember correctly I'm not even the only kilted pro wrestler on here, and the other's been in the business for quite a bit longer than me. ;)

Grab a sewing machine (or someone who knows how to use one), download the X-kilt instructions, and add your own "evil" modifications.
