Yes when I looked further, I see that my book has the following:

The reorganisation of 1954.
As a result of the Kennedy Report on the Reserve Army, a reorganisation took place late in 1954, which involved a transfer of the responsibility for antitank defence to the Royal Canadian Armoured Corps, a consequent increase in the number of armoured regiments, the conversion of some units, and the amalgamation or disbandment of others.
Scottish units affected were as follows: (Several are mentioned including)
The North Nova Scotia Highlanders, the Pictou Highlanders (Motor) and 89th Light Anti-Aircraft Battery, to form the 1st Battalion The Nova Scotia Highlanders, with HQ at Truro, Nova Scotia.
The Cape Breton Highlanders have been re-designated the 2nd Battalion The Nova Scotia Highlanders, with HQ at Sidney, Nova Scotia.
Is it still that way?
Do both battalions wear the same uniform?

They certainly do now. I think Cape Breton used to wear Clanranald before the amalgamation, but I haven't verified that.

I can't find any references to the regimental tartan of the CBH before 1932:
On April 1, 1932, following a request from the Regiment, permission was granted The Cape Breton Highlanders to adopt the uniform, with the exception of the regimental badge of the Argyll and Sutherland Highlanders (Princess Louise's), thus cementing the 94th's earlier relationship with that famous British regiment.

It's just a matter of checking the sites and seeing what they have to offer against what you are after. I suppose that you could get in touch with an official of any band and ask about surplus gear. The worst that could happen is that they say "sorry we don't have any" They may possibly know of a band that does though. Good luck in your hunting
Another thought, if you are into official governmental kilt sources, would be the RCMP, who have any number of pipers all over Canada. And big city police pipe bands.

Check at Bob Dunsire. It's common to see used band kilts sold there. A caveat, though- band kilts usually take alot of abuse, so you may not be getting what you really want.

It sounds like you didn't contact the intended Regiment in the first place. That could make sense. The "contact us" option on the DND pages would probably be for someone in NDHQ in Ottawa.
Articles of Highland Clothing would be controlled by Regimental Stores, and bought and paid for by Non-Public Funds (ie. NOT the taxpayer) and belong to the Regiment itself, and not DND.
It's true, they don't part with them easily (as the high quality stuff they use is rather expensive) but, it does happen.

When I was in Scotland in 2003 and toured all the regimental posts, I asked about spare kit to buy. All regiments were more than willing to part with whatever I could find in their back store rooms, but it was all WAY too small for me. I seem to recall a military surplus store in Edinburgh that was closed because I was there on a Sunday. A fellow piper buddy had bought a box-pleat Cameron of Erracht at such a place when he was in Scotland on a prior visit, but I was not so lucky.

"The NS Highlanders is a waste of your time. They can't sell crown assets
and because kilts in the military are in serious short supply, they're
likely to hang up on you. When you're hiking, I'd suggest wearing pants or
shorts like a normal guy. Kilt is trying way too hard."
heh, I responded;
"In case you were unaware, I don't quite fit into the category of 'normal guy', but thank-you for the concern. :-D"
I'm still trying to psych myself up for that call though, just in case.
