    That looks like one of the badges made by Scottish Crest & Textile. We sell those, along with the Art Pewter brand. They are the ones labelled "brushed pewter" on our web site:

    They are a bit "chunkier" than the Art Pewter brand (as the side by side comparison on our web site shows), but have great detail in the crest and motto.
